MONITORING OF LEAP PAYMENT DURING THE 79TH AND 80TH CYCLES IN SELECTED MMDA’s IN THE BONO REGION FROM 5TH NOVEMBER TO 6TH NOVEMBER, 2022 BY SOCIAL WELFARE DEPARTMENT

Mandate of the Regional Social Welfare Department, is to monitor the disbursement of LEAP bi-monthly cash grant to beneficiary households by Participatory Financial Institutions (PFIs), support the linkage of beneficiaries to other social services intervention programmes.

The sole purpose of    LEAP payment monitoring was to ensure effective payment processes. The monitoring exercise looked at 79th and 80th cycles for the months of May and June, July and August, 2022 respectively.

The exercise commenced on 5th November, 2022 and ended on 6th November, 2022.

FINDINGS AND OBSERVATIONS  

District Social Welfare Officers (DSWOs), Community Focal Persons (CFPs) as well as officials of the Participating Financial Institutions (PFIs) played their roles expected of them in the region.

There were armed security personnel at all the pay points visited.

Some of the beneficiaries who needed cash urgently travelled more than 5 kilometres to some banking halls for cash out.

Some of the complaints lodged by beneficiaries and Community Focal Persons (CFPs) at the pay points visited were, omitted names, delayed payment and so forth.

The provision of Information, Education and Communication (IEC) materials by the Secretariat have step up sensitization of beneficiaries, at the pay points visited.

DSWOs used flip charts and other IECs materials as guides in sensitizing them.

GOOD PRACTICES

District Social Welfare Officers (DSWO) and Participating Financial Institutions (PFIs) spent time to sensitize beneficiaries on several aspects of the LEAP programme for example, judicious use of their cash grants, need to enrol their children in schools, cash amount beneficiaries were expected to receive, the payment cycles, issues of extortion, under and over payments among other issues.
